a lot depends on what was providing the waterproof in the first place.
If it is a waterproof membrane inside the jacket, a good clean (in washing machine with technical wash) is usually sufficient. To help restore membrane (eg Goretex) there are products to wash in Nikwax make an excellent range, I've used them for years. Not too expensive, available from any good outdoors shop, and some motorbike shops (I know that Hein Gericke sell the stuff)
If it is the polyster outer that provides the waterproof layer, you can buy (again Nikwax are good) products to apply. You clean the jacket (washing machine on appropriate temperature, after removing the armoured shoulders etc and any quilted lining (and don't forget to take all the tenners out of the pockets)) With Nikwax, hang the jacket up, allow to drip dry, then while still wet, spray or rub in the waterproof compound.
Finally, make sure if it is a membrane in the jacket, that it has not failed (seams come apart etc), because you will have to repair these before any reproofing
