my plan is to remove the control system & block off the inlets on the rocker covers & inlet manifold anybody tried this before

I've not done it.... but looking at the diagram... If you block at the red lines, and extend the crankcase breather (in green) to a small open catch tank... and remove the pipes and control valve.... you should be ok.....

I'm not sure, but you might want to do research into people changing a bike after moving from california to other areas. I seem to recall even NTV's had a similar setup to your NT650 there....and it can be removed.
I agree with realnutter.....it should be ok if you remove the extra airflow. But you might want to test before cutting anything.....if a labda probe is on the exhaust...you might upset the system. (but to be fair....I don't think it has one)
