Its not written into law as yet but must be in place by 2013. currently under 21 test on 125 then automatic full license after 2 years. over 21 das on 500cc. new regs are to change all this. there will be 4 steps before a full license, license will not automatically evolve into a full license 17 to 19 test on 125 then when 19 to 21 test on bigger but restricted bike , same again 21 to 24 but more power 24 plus , DAS on bikes bigger than 600cc so not more demand for 600's , I can see the whole bike industry folding.

I would have to agree on your final point. Who is going to bother getting a license if its that hard. Either that or we will have a land full of scooters and cafe culture. If they bring the same in for cars it would be a start. The kids will have to walk.

Here the rules currently are: under 21's get a 'light' license (25kW or less, can be achieved by restrictor). Over 21's can choose to take the light license exam of the heavy one (same exams, so noone ever chooses that). After 2 years it automatically changes to a heavy license.
They are however thinking of changing to a 3 step license....where there is another even lighter category. (probably the 125cc one)
The problem I see is that the EU wants the Netherlands to adopt the legal driving age of 17 (currently 18). That to me is a big no-no. We have mopeds (50cc, max speed 45 km/h) and snorfietsen (max speed 25km/h, no helmet required). Both require a license and can be used from 16 y/o. THe exams for this are quite simple and this license doesn't become a bike license ever. Why do I think 17 y/o on a bike is a problem? because lots of moped drivers ignore all the rules, and are a menace to the other road users. Giving these people the option to drive a bike is asking for problems...(same with cars) It's only 1 year difference, but at that age it does make a difference. Of course, a lot of 16 or 17 y/olds know how to behave....but the number of people that age that don't is a bit to large methinks....
RIght...bit more text than I thought....and it is just an opinion...
