Franklin or McF may be better to answer this as they have had theirs apart.
Assuming it is just rusted up have you tried wd40 it worked on my electric cement mixer when the fan on the motor ceased solid.
Sorry if you have tried this.
Good luck Roger

WD40 and a large technical adjusting device (2lb hammer) might work to help get it started. The solution though is likely to be found by removing the pin taking it all apart, cleaning up, greasing and reassembly. To do this, means removing the exhaust! Half a day to do it, buy the new gaskets/seals before you start (Wemoto mail order works well) take a little time and clean up / spray the collector box while it's off.
With current weather, you might choose to wait until it's a little warmer / drier before starting, unless you can get in a garage. Most people get by without a centre stand at all.
I'd also suggest popping the side stand off, cleaning up, liberal application of coppaslip and reassemble, should take no more than one hour, at least you would have one stand that works properly

WD40 to get it going, but use proper lube to keep it going. Spray it with WD40, tap on it with a hammer if needed to get it going smoothly, rince with plenty of water to get muck out. Let it dry, and spray with teflon spray, or insert grease if possible. If that doesn't work....I'm afraid removing it and cleaning it is the only option.
Also, check to see if the mounting point isn't dented to much...might also be a cause for it to seize

This exactly the reason why I drilled a hole in the tube of the centre stand. Through the hole you can get some WD-40 right into the centre of the problem.
