How do I remove the seat if the lock is seized? Ive tried bending the prongs underneath out of the way, but it still doesn't move. Any help would be appreciated.

There's a catch at the back of the seat underneath which the key releases by pulling a short cable. I'd try drilling the lock out or worst case cutting the seat off!

Before drilling the lock, soak it in WD40. Be generous with the WD40 and perhaps the lock might decide to move after all.
It's a bit tight, but perhaps if you are able to remove the side panels, you might be able to unscrew the metal bar/hooks from the seat so you can lift most of it. The latch holding the back should be relatively easy to 'unlock' once you have some form of access.

Persevere with the WD40. My son had the same problem several years ago. By regularly applying the fluid to the keyhole and wiggling the key, the mechanism eventually (and magically when we'd almost given up hope) freed itself after four or five weeks. There has been no re-occurrence of the problem since. Note the start and end dates on his posts: growell.proboards.com/thread/1362/rusted-seat-lock
