restrictor kits are not transferable............dont get a second hand one the kit is for the bike its fitted to complete with the cert
basically there is only one company that does the kits.........(there are cheaper companies) the kit is cheap....its the cert that costs...also fitting anybody with basic skills can fit it .......but without the cert its still illegal

I checked with a bikseafe instructor and the FI restriction kits have NO legal value whatsoever. Until the EU 3rd directive changes come in concerning MOTs the bike just has to be restricted to below 33bhp by any means, and you have to be able to prove so. The 'restriction certificate' currently holds NO legal value whatsoever and is a con.
I was instructed by the police/bikesafe instructor that a dynograph and headed + signed statement, all dated, is sufficient evidence of the restriction.
Technically, you are innocent until proven guilty so the responsibility lies with the police to find sufficient grounds to believe you are contravening the law, and the wording of the law mentions no certificate, no particular brand of restrictor, no regulations about who fitted it, just that the vehicle produces less than 33rwhp.
On the NTV carbs, there is a very convenient little hole in the side that the throttle actuator is, there is an arm that protrudes from the cam that moves when you pull the throttle cable. If you glue a small (m8/m6ish and about 15/20mm long i think) into the hole (the hole is a dead end, so won't effect the carbs at all, just a casting blank) then the bolt will stop the arm which will stop the cam turning at about 1/4 throttle opening.
I have done this and had the bike dynoed at 22bhp and 24ft/lb. Not much, but it's saved me £150 odd quid on restrictors, plus it means I'm saving quite a bit of fuel and theres no washers to disturb air flow or let fuel condense in odd places. The bike will still cruise at over 70 mph comfortbly, and has enough performance for most purposes, but is reduced enough that even a crank estimate will still be under 33bhp (if the rwhp is 33, it will likely be a few more at the crank, and the law does not clarify which type of measurement is being used, so it is safer to over-estimate the amount you need to restrict by)
Its also easy to remove when the time comes. I haven't been pulled and I know for certain that if I were pulled, I could prove that the bike is producing less than 33bhp. It's obvious just from turning the twist grip that it stops very short.
If you do this, get a dynograph and dated/signed piece of paper, take it to a honda dealer they might even agree to sign a honda headed document agreeing that the bike is restricted, you never know.
The major change that could happen when the new license comes in is that with the new MOT, home modifications will no longer be permitted and restriction counts as a mod, therefore restrictions will have to be carried out by certified dealers/garages which will be few and far between, will probably charge an arm and a leg, and also will probably not restrict machines without an ECU! but I will be ignoring that and im sure most others will as well...
If you need a hand with anything im down in staffs and any excuse for a ride in the peaks is very welcome so i'd be happy to lend a hand.
Don't take my word for gospel, but to the best of what I can work out, I have fulfilled the necessary actions to make the bike legal.
Also, on another side note, I have read on pepipopo that you can ask for a deferred vehicle inspection, which means if you get pulled and told that you vehicle has to be impounded to be tested, you can claim that you need the vehicle and need 27 days to make alternative transport arrangements etc. so apparently (no first hand experience or evidence from the police on this, just what I have read but worth checking out, just so you know your rights if ever pulled over) you can ride off and then deliver the bike to the police to be inspected sometime within the next 3-4 weeks, giving you plenty of time to sort any issues out or get legal advice if you think you might need it.

I thought the NTV 650 and Deauville 650 were the same engine? In any case, I have it in front of me and he has put on the envelope 'honda NTV 650, deauville).
To be honest, are you really going to fit them? I just wanted the certificate, the restriction will hardly make any difference to the bike whatsoever... It'll barely take 10mph off your top speed, that's it.

Ntv & vile are same engine ish Carbs will fit each other Downpipes are different but interchangable

some of the 650 carbs are jetted different thats all
trust me.........i have both the ....98 650 vile & 93 ntv650
